Suspected Disclosure of Private City Information and Confirmed Knowledge of Data Center Land Ownership by Relatives
On August 1, 2019, Mayor Borgmeyer was a recipient of an email (Exhibit L) from Adam Glosier of Scout Realty Group (Exhibit M). Other recipients included Larry Dobrovksy, the current Director of Administration for the City of St. Charles, Brad Temme, the current Assistant Director of Administration for the City of St. Charles, and Bruce Evans, the former Director of Community Development for the City of St. Charles (Exhibit M). This was during the bidding window for Bid 4428 with the City of St. Charles, which was eventually awarded to Scout Realty Group (Exhibit N). As the bidding window was between July 26, 2019, and August 6, 2019, and the email in Exhibit L took place on August 1, 2019, we see reason to believe that Mayor Borgmeyer was in violation of the following city codes on August 1, 2019:
