Possible Violation of City Charter, Failure to Reappoint Parks & Recreation Board Members

The terms of the following members of the St. Charles Parks & Recreation Board expired in May of 2025: Mike Ryan, Anne Zerre, and Larry Muench (Exhibit Z). As we can find no evidence of Mayor Borgmeyer having put forth any alternate member(s) for appointment before the City Council as of the date of this document’s signing, we have reason to believe Mayor Borgmeyer is in violation of the St. Charles City Charter, section 4.3f (Exhibit I) and the St. Charles City Charter, section 7.2 (Exhibit AA), from the date of June 1, 2025 to the date of this document’s signing.
